Can't hurt to increment it upon every change. Although it will matter
to aclocal --install only if the autoconf text changed semantically
(which reindenting doesn't do). Although since here, gnulib-tool is
used to copy this .m4 file into the source tree, not aclocal --install,
the serial is not really relevant. I'd still keep it for informational
purposes.
