So we ought to patch that. These days, the 'mingw' project (32-bit
only) is quite ancient, and not supported by Fedora. Instead, the
'mingw64' project (both 32-bit and 64-bit) is actively maintained, and
both are easy cross-compilation targets under both Fedora and Cygwin.

These days, I've done more testing of mingw64 (both bit-widths) than of
the older mingw; maybe we should just update things to declare mingw64
as our main target. At any rate, 64-bit mingw mostly works with gnulib,
and I welcome any bug reports.
