On MSVC 14, vasnprintf fails even for simple requests like
printf ("%d", 12345). The reason is that the code currently assumes
that snprintf and _snprintf operate the same way, and that therefore
when HAVE_SNPRINTF_RETVAL_C99 = 1, _snprintf has a C99 compliant return
value. This is not the case, because the doc [1] says
"Beginning with the UCRT in Visual Studio 2015 and Windows 10,
snprintf is no longer identical to _snprintf. The snprintf
function behavior is now C99 standard compliant."
It would be possible to use _snprintf in older versions of Windows
and snprintf in newer ones / with newer versions of MSVC, but I don't
much like this, because this may lead to trouble when binaries are
built on older Windows version / with older MSVC tools and then run
on newer Windows versions. It's simpler to stay with using _snprintf
always.

* lib/vasnprintf.c (USE_MSVC__SNPRINTF): New macro.
Everywhere, use !HAVE_SNPRINTF_RETVAL_C99 || USE_MSVC__SNPRINTF instead
of !HAVE_SNPRINTF_RETVAL_C99.
