For the reasons listed in
<https://lists.gnu.org/archive/html/bug-gnulib/2022-01/msg00183.html>
everyone should prefer terminfo over termcap. Therefore:

termcap, termcap-h: Deprecate.
* modules/termcap (Status, Notice): Add deprecation.
* modules/termcap-h (Status, Notice): Likewise.
