Yes, we're seeing similar problems with Emacs; we can't use Gnulib-since-December because of changes incompatible with how Emacs uses Gnulib (Emacs doesn't use Automake, and relies on its own 'admin/merge-gnulib' script to use Gnulib). See:
https://bugs.gnu.org/32452#47I haven't had time yet to look into the Emacs situation. I have so far resisted the temptation to suggest going back to Gnulib's old way of doing this sort of thing.
