This failure pattern indicates that the iconv include file and API calls are
not available or not working. And indeed, in your 'configure' output you have:

checking for iconv.h... yes
checking for iconv... yes
checking for working iconv... no

> The iconv executable was not available.  Restoring that brings
> it back to zero errors.

In fact, libunistring relies on the iconv API (in libc or libiconv), not on
the 'iconv' program.
