It's caused by these gl_MBSTATE_T_BROKEN invocations:

  modules/c32swidth:19:AC_REQUIRE([gl_MBSTATE_T_BROKEN])
  modules/mbszero:15:gl_MBSTATE_T_BROKEN

and the invocation chains

  gl_MBSTATE_T_BROKEN -> gl_MBRTOWC_SANITYCHECK -> gt_LOCALE_ZH_CN
  gl_MBSTATE_T_BROKEN -> gl_MBRTOWC_INCOMPLETE_STATE -> gt_LOCALE_JA

This patch fixes it.
