wctrans, towctrans: Add tests

If wctype and iswctype had so many bugs, how about wctrans and towctrans?
I'm adding unit tests and let you guess how many bugs they will find...

        towctrans: Add tests.
        * tests/test-towctrans.c: New file, based on
        tests/test-c32_apply_mapping.c.
        * modules/towctrans-tests: New file.

        wctrans: Add tests.
        * tests/test-wctrans.c: New file, based on tests/test-c32_get_mapping.c.
        * modules/wctrans-tests: New file.
