Thanks, I'll propose a patch eventually.  I'm not sure this belongs in
any existing section of the manual.  Section 21 seems more about scripts
to make releases.  The section on stable branches is related, and it
could go next to it:

Fortunately it seems texinfo URLs are stable even if we move the section
around in the manual (as long as we retain the section title name), so I
don't think it matters where it goes.  A sub-section of section 6
"Miscellaneous Notes" also sounds like an idea.
