I believe that the problem with this is with the installer for GNUstep on
win32.   Building Gorm as well as other apps on windows works fine for me.  
The difference is that I followed the instructions for GNUstep installation
given on:

http://mediawiki.gnustep.org/index.php/Installation_on_Windows

And didn't use the installer.

To simplify installation I put all libraries into
C:\GNUstep\System\Library\Libraries and all headers into
C:\GNUstep\System\Library\Headers.

None of the makefiles have any special consideration for where the libraries
are.   All other apps I have tried also work for me.  

Windows is a frustrating platform to build on.  We really need to refine our
installation process to make it go more smoothly so that users will not have
this type of problem.

Additionally, since there is considerable interest in getting GNUstep working
properly on Windows, we should devote a little more effort there.
