Because it is a free software license? The GPL is not the only
license that can make something "free software." I recommend you read

information about this.
Quoting from http://www.gnu.org/licenses/license-list.html#MPL, "This
[the MPL] is a free software license which is not a strong copyleft;
unlike the X11 license, it has some complex restrictions that make it
incompatible with the GNU GPL."
So, yes, the MPL is not GPL-compatible, but it's still very much a
valid free software license.
