That is only true for gawk's top-level hard-locale.h, not gnulib's
lib/hard-locale.h. That means the correct fix is to change gawk's
hard-locale.h to include "xalloc.h" itself.
Aharon, I repeat Jim's plea - we would be able to provide you a lot more
help with gawk if you would be willing to upgrade to git and gnulib.
