Details:

Artifex have renamed the URW fonts again, and the zip file containing the
original named fonts (which is referred to in the configure script if the
fonts are not found) is no longer available. See this message:-

https://lists.gnu.org/archive/html/bug-groff/2019-08/msg00001.html

In order to cater for this change I have updated the Foundry.in file and added
two option flags to BuildFoundries.pl. The first flag is "--dirURW" which can
be followed by the directory which contains the path to the directory with the
URW fonts. The second is "--check" which does a "dry run", not changing
anything, it exits with a status of zero if all the fonts and .afm files it
requires have been found, otherwise it exits with 1 if any font files are
missing or 2 if any .afm files were not found. 3 means both. In this "check"
mode it opens the file "Foundry.in" (rather than "Foundry" so that it could be
run at the configure stage. Additionally you can pass the directory of devpdf
on the command line rather than switching to it in configure.

When "--dirURW" is given it is placed at the start of directories to be
searched. Currently, configure still fails if you specify
"--with-urw-fonts-dir" using the latest URW fonts from github, because it is
looking for the original font filenames, not what they are now called. I don't
feel confident changing the configure script to use the new "--check" mode,
any volunteers?

I have attached the new versions. If you have the URW fonts somewhere on the
system and want to test, you can circumvent the current configure test by
"touch a0100131.pfb" in the same directory as the URW fonts, and
BuildFoundries will find the fonts, even though it will use the old way of
patching the Foundry file rather than passing a command line argument.
