First raised as a tangent in bug #62551 (see comments 10 on) and continued on
the email list (the "building without tex" messages in the thread (which
sprawls into other topics) at
http://lists.gnu.org/r/groff/2022-06/msg00013.html).

Branden, the likely candidate for making the change, is already aware and has
participated in discussion, but he has a couple dozen balls in the air right
now, so this bug report serves as a bookmark for this item.
