[bug #63231] groff-man-pages.utf8.txt: grotty: output above first line discarded

Follow-up Comment #6, bug #63231 (project groff):

  Look at the table above the text "Local,".  You can trigger the error
by moving the table to the right place (on the page) in the series of
man pages.  Use the intermediate output (option -Z) to find the nearest
page brake to that table.

  An example:
