  The default value is

.LINKSTYLE blue CR \[la] \[ra]

  This is probably a case for "man.local" (and "doc.local") to define
string "www:color" and use

.if !d www:color \{\
.  ds www:color \\$1\"
.\}

in the LINKSTYLE macro in "www.tmac.in".
