That's not a sentence, it's a clause.  You quoted only one sentence in full.

It means that multiple margin character requests might be issued while a
pending output line is being populated.


$ cat EXPERIMENTS/multiple-mc.roff

Hello,

.mc *
.mc |
world!
.pl \n(nlu
$ nroff EXPERIMENTS/multiple-mc.roff 
Hello, world!                            |
