It doesn't. There are none in the source tree and GNU _groff_ doesn't
generate any (from the artifacts in this directory).
Go to
https://git.savannah.gnu.org/cgit/groff.git/tree/contrib/mom/mom.am?h=1.23.0
and search the file for "txt".
Possibly you generate plain text versions of these documents in your private
fork.
So, yes, the ticket is and remains invalid.
