The `cf` request can put arbitrary C0 and C1 controls into GNU _troff_ output,
but that output format (_groff_'s page description language) is a plain text
ASCII/ISO 646 file format.
`cf` is little-used in the first place, so I expect low impact.
`trf` remains available in the default "safer" mode.
