[bug #27361] Minimum version of Bison not advised

Follow-up Comment #4, bug #27361 (project grub):

well it's just INSTALL so people are still free to try older versions.
But if even CentOS 5.3 ships Bison 2.3 I think that's recent enough for
everyone.
RHEL is using mostly older software.
INSTALL also says Ruby 1.6 or Binutils 2.9.1.0.23 is required
and this isn't either checked in configure.ac.
Just documented.
