Follow-up Comment #1:
upgrade-from-grub-legacy is a Debian specific script.
And the same goes of course to dpkg-reconfigure grub-pc
Report this at Debian BTS or Launchpad whatever distribution you use.
Though I know the problem, but a bug report (at the right BTS!) helps to not
forget things.
