Steps to reproduce:

mkdir -p overlay/boot/grub

echo 'timeout=1
      serial
      terminal_output serial
      menuentry "hello, world" {
        halt
      }' > overlay/boot/grub/grub.cfg

grub-mkrescue -o test.img overlay/

qemu -serial stdio test.img


Attached is the output of "qemu -serial stdio test.img" from above.
