Follow-up Comment #1:
It would be counter-productive since new versions routinely require more
sectors and leave exactly the right amount of sectors will make the problem
come back later. Also additional sectors are used for Reed-Solomon redundancy
and not allowing few sectors more leaves GRUB vulnerable to overwriting by
some windows crapware.
