[bug #39818] configure should not set a default program-prefix based on the target

Follow-up Comment #1, bug #39818 (project grub):

pretty sure the answer is to simply delete this line from configure.ac:
AC_CANONICAL_TARGET

that will also delete the --target option, but according to bug 39721, that's
no longer relevant
