[Bug-gsl]Missing literature reference hyperlink

The online documentation of the GSL at 
http://sources.redhat.com/gsl/ref/gsl-ref_15.html refers in the secion 
"Fast Fourier Transforms" to the FFTPACK library.  The very first 
paragraph of this section says that this code is available from netlib, 
and then refers to the subsection "Further Reading".  However, this 
subsection does not refer to FFTPACK in any way, and also does not give 
a hyperlink to it.
