I think you might want to have a look at quadrule

http://people.sc.fsu.edu/~jburkardt/c_src/quadrule/quadrule.html

which is LGPL licensed and thus could be integrated straight away in GSL. For
instance Lobatto quadrature would be a good candidate for inclusion...
