gzip 1.3.11 is changing to conform to the GNU coding standards, which
directly contradict this FHS requirement. Thanks for reporting the
problem. I've filed a bug report that asks the FHS folks to fix this
bug in the spec; see <http://bugs.freestandards.org/show_bug.cgi?id=107>.
