Gzip --force option does not work with --recursive option

I noticed that the --force option is incompatible with --recursive.
For example, if I enter the command "gzip -frv *" in directory c:\dir1
which contains subdirectory dir2, I get:
c:\dir1> gzip -frv *
gzip: dir2: Permission denied
