Just download the Fedora 17 live CD and tested it in VirtualBox.
When appending /dev/zero the 21-byte file on Fedora 17 will report
"decompression OK, trailing zero bytes ignored"
When appending /dev/urandom the 21-byte file on Fedora 17 will report
"unexpected end of file"
