Uhm, what about:

(machine_idle): New function.
* bogus/power_save.h (POWER_SAVE): Define to 1.
GNU Mach 1.2 caused the fan of my notebook to switch on immediately
after booting; GNU Mach 1.3 does not, it behaves like Linux in this
respect.
