GNU MIG 3.0 doesn't exist and if you meant 1.3 then I'd strongly suggest
that you either use the 1.3.1.99 release (see

the announcement) or use the CVS version (see
<http://www.gnu.org/software/hurd/mig-download.html#cvs>).
<http://hurd.gnufans.org/bin/view/Mig/BuildingMIG> has some further
instructions and comments, e.g. how to install the GNU Mach headers
before building GNU MIG, which is what Roland already mentioned.
