I think this probably because it uses an obsolete code base which never
did install Grub when installing GNU/Linux, either.
Adding this feature would still be welcome, but probably not too much
time should be taken by this, I don't know how hard it would be to dive
into the code etc. The old boot-floppies code we currently use is known
to be quite hard to maintain and extent, which is one of the major
reasons the debian-installer project got started to address these
issues.
