I forgot to add the reasoning:
Even though people who know GNU should know that GNU only uses free software,
but this mission statement will (hopefully) also be read by people who don't
(yet) know much about GNU philosophy. And adding these four letters suffices
to tell them the essence without relying on previous knowledge: The Hurd is
intended to be free and general purpose, and the GNU OS should run on it.
People who don't know GNU can then just go to the main domain and read up what
it is ("OK, it does Unix and is free"), but to digest the philosophy is a much
longer task.
