I've done this once before using losetup:
/sbin/fdisk -lu ./hurd-test.img
...
./hurd-test.img1 * 2048 16848895 8423424 83 Linux
...
Calculate the offset from 2048*512=1048576 (change accordingly to your
start of the root partition, you seem to have the same value)
losetup -o 1048576 /dev/loop0 hurd-test.img
mount -t ext2 /dev/loop0 /mnt
cd /mnt and do whatever you want.
After being finished:
umount /dev/loop0
losetup -d /dev/loop0
