Don't consider patches ifdef'ing ioctls (2/4 and 4/4), I plan to
disable OSS and VCD at configure time. Anyway comments about how to
fix what bug above points out would be appreciated too.

In the meantime, gnu_srs pointed out _POSIX_MONOTONIC_CLOCK is 200809L
