One doesn't have to be a DD to raise an issue on debian-devel. People on
debian-devel don't care who you are, but what topic you bring there. Of
course, if you have a record of bad topics, people will tend not to read
the mail, but that's just a tendency. Personally, I never really read
who sends the mail, but the subject and the content, and then who sent
it.
