Ahh, I think I know what you mean now.
What is left for initial support (32-on-64) is
adding 64bit boot support from grub
implement 32/64 RPC compatibility for RPCs served by kernel.
This section is talking about a 64-bit GNU Mach kernel, and the Hurd
would be 32-bit. Basically it is easier to get a 64-bit GNU Mach and a
32-bit Hurd than it is for a 64-bit GNUMach and 64-bit GNU/Hurd. I
suppose I can make that a bit more explicit.
