Do you have properly network-based apt sources correctly configured?
9.3.0-13 packages are available there. It seems libgcc1 is no longer in
the new gcc-9 package, apt is supposed to determine that it should
remove it. Apparently it doesn't, but you can remove it by hand.

Again, do you have properly set up the apt sources, notably the
unreleased one? There are installable versions of these there.
