I have something like this applied locally, but it's intermixed with
the other 64-bit changes. So since you're submitting this now, let's
go with your version.

You should also remove the do_bootstrap_privileged_ports ()

There was also some exception handling code in the proc server
(proc_exc.defs), please look at that too.
