It is entirely possible that I made up the plan to drop 32-bit support.
I thought I had seem someone say that was the plan...

Maybe you mistook the talk about one flavour of 64-bit Mach not having USER32 support for lack of 32-bit Mach.
The two are not the same 32-bit.
