Yes, I was making the config.h.vc++ match the existing config.h files as
closely as possible, using the exact same text as if ./configure was run on
Win32.

Yes, the original config.h.vc++ has #define HAVE_UTIME_H which will not work.

Congratulations.
Is there a current list of bugs you need work on?
(Did Carlo forward my previous message about changing references to my old
@netcom.com address? If not, I would appreciate changing the references to
address@hidden to address@hidden, they are in the wildexp.c and
ChangeLog. Netcom no long exists, and I will loose the forwarding at the end
of this year)
