[Bug-indent] more on k&r mode, v2.2.6 & v2.2.7

Just tried 2.2.7 for good measure. It does the same thing. In fact, if I put a
C++ style comment on the line before the 2nd function, indent still eats the
carriage return, meaning the 2nd function name is *commented out* in the new
file.
