Follow-up Comment #1:

http://www.seindal.dk/ is no longer actively maintained as an m4 site;
http://savannah.gnu.org/projects/m4/ is the new active home of m4.  Both
savannah and gnu.org/software/m4 reference each other.  I have no control
over gnu.org/directory.  I'm not sure if any other links are needed.  At this
point, unless any further feedback is received, I'm inclined to close this in
a few months.
