I think it's important that there be *a* way to rebuild
to support "bootstrappable builds" <http://bootstrappable.org/>
and diverse double-compiling (DDC) <https://dwheeler.com/trusting-trust>.
The overall goal would be to counter the "trusting trust" attack.
Being able to rebuild using another existing "make" is an obvious way to do
that.
I'm not so picky on *how* to do that.
