Moe ignores locale on all systems except on Cygwin because Cygwin uses UTF-8 
as "C" locale, something not allowed by POSIX.

This is because your console is not set in ISO-8859-2 mode. Note that 0x8D 
is not a printable ISO-8859-2 character.

When the console is correctly configured, the last help screen from moe's 
online help should show all the characters from ISO-8859-2 like this:

No. Moe's keys are fixed.

I simply click on settings->encoding->ISO-8859-2 on my console emulator 
(Konsole from KDE 3.5) and it works.

I say so in the description:
"GNU moe is a console text editor for ISO-8859 and ASCII character encodings."

OTOH, I do not test other ISO-8859 charsets, so I can't guarantee that they 
work.
