It has an option to ignore case, so I took it to be case-insensitive on default.

The Kana syllabary of the Japanese languages comprises more than a hundred syllables. To sort Japanese words into dictionary-order e.g. unvoiced T should come before the voiced counterpart D if it is situated in the string which should come before the string of D when case is ignored.

So the word should be scanned more than once. I used to prepend the key field of ASCII string by mappig Kana to alphabet letters treating lower-case upper-case letters as distinctive letters.
