1.4.16 fails to build

On a custom Linux system with libc 2.2.3 built against kernel 2.4.5 with
gcc 2.95.3.

I get the following error compiling:

make[3]: Entering directory `/usr/src/parted/parted-1.4.16/libparted'
make[3]: *** No rule to make target
`../../../common/parted-stable/libparted/constraint.c', needed by
`constraint.lo'.  Stop.
