I did investigate this possibility. I am no longer involved with
Parted, however.
The main problem was that some of Parted's dependencies (in particular,
e2fsprogs) were not included in Fink. I don't remember if I tried to
compile e2fsprogs in OSX...
e2fsprogs plays a minor role in Parted... it's only for libuuid, which
is only used in a couple of places (such as Intel EFI GPT support).
I expect you could get something working without too much trouble.

I believe Parted supports resizing journaled HFS+.

I believe it only supports "top down".
