Hello
The Sed version noted on the following page is reported as 4.2.1, yet when
downloaded, the binary states it is 4.1.5.
Would you please check into this and see if the latest version (4.2.1) can be
made available.
This website (gnuwin32) is not managed by GNU maintainers (despite the
name), and we have no control over the programs in it.
Additionally, both sed-4.2.1 and sed-4.1.5 are very old versions.
The most recent version is sed-4.3 (released last month),
and before it, version 4.2.2 was released in 2012.
It seems the gnuwin32 website is not kept up-to-date.
I can offer an unofficial, unsupported, temporary workaround:
I've created windows executable of the lastest sed version,
which will be availble here:
http://download.savannah.gnu.org/releases/sed/sed-4.3-git-16-572d-32bit.exe
http://download.savannah.gnu.org/releases/sed/sed-4.3-git-16-572d-64bit.exe
(might take up to 24 hours for the mirrors to sync, which can result
in HTTP 404 "Not Found" errors in the interim).
Please remember that these executables are not tested and are not
supported. They might not function properly. These files might be
removed in the future. It is also generally a bad idea to download executables
directly from the internet. At the very least it is recommended to
verify the sha256 checksum of these files:

sed-4.3-git-16-572d-32bit.exe

sed-4.3-git-16-572d-64bit.exe
Hope this helps.
