Possible bug in 'date'

This works:

TWU:/home/fox/mailpull# date --date="Mon, 1 Oct 2001 19:54:39 +1300"
Mon Oct  1 01:54:39 CDT 2001

...but this does not:

TWU:/home/fox/mailpull# date --date="Mon, 1 Oct 2001 7:54:39 PM +1300"
date: invalid date `Mon, 1 Oct 2001 7:54:39 PM +1300'
